Wonder if the system releases tickets for the original seats when the holder has renewed but for elsewhere…

Not really, Bradford is a big city and practically give away their season tickets, per capita their sales are lower than ours, as are Stockports. If you sell 5k and we get to 4k our sales will also be higher per capita. Approx populations, Bradford 500k, Stockport 230k, Grimsby 135k, Mansfield 100k. For a long time we were the smallest town with a professional football club, I think FGR hold that now.

Burnley has a population around 85,000, accrington is around 35,000 and fleetwood is 62,500 - all easily smaller than mansfield, and all in higher leagues.

I think you have to look back at our population when we first joined the league to get true perspective. We were probably hovering around 50-60,000 at the time (I haven’t researched it so may be a bit out) and that’s when we got the reputation. I have no idea what the population of other teams were but wouldn’t argue the point if someone claimed we were the smallest.
It may be a task for someone who has more time and can even be bothered as it’s obviously incorrect now.

Looking back it is difficult to find online census data pre-1991 however one observation would be Walsall, which has been approx. 15/20k behind Mansfield in population since then - they have been FL members since 1921. Another is Wrexham (similar pop. to Walsall) who dropped out of the league with Stags in 07/08, prior to which they'd had an 87 year stint in the Football League. Other current FL teams in towns smaller than Mansfield (83, 043) include Shrewsbury (77,144), Crewe (75,002), Carlisle (74,536), Harrogate (74,159), Barrow (44,306), Morecambe (33,916) in addition to Accrington (36,679), Fleetwood (25,681) and Nailsworth (for FGR, 7,761) already mentioned. Burnley is slightly bigger at 83,785. Note these figures are for the built-up subdivision which paints a truer reflection of the town itself over Urban Areas. The Mansfield Urban Area pop. is 183,412 and includes Wudus and most of Ashfield (https://en.wikipedia.org/wiki/Mansfield_urban_area).

Not sure how this sort of equates with other clubs as some areas overlap or are close to two big cities or more.
