Bell, 19, is a left-back who has just been released by Port Vale while midfielder Howell, 25, from Alfreton Town, has spent a previous spell at Field Mill.

Both players have agreed one-year deals and boss Paul Cox said: "Matt is someone I have had my eye on for a year now. He has a lovely left foot, a tremendous attitude and can get up and down the pitch. He is a player who will develop.

"People may question why I have brought Anthony back here, but he is a totally different player now. He was a striker here last time and though he can play there, behind the front two and on the left, I see him primarily as a central midfielder.

"He was one of the best in the Conference North last season."
