We don't need them to.
We scored 72 goals, joint highest in the league, with out highest scoring player getting 10 goals. We have already exceeded that with DKD(who scored 7 in 19 last season so he's improved his scoring ratio). Lucas is only 2 goals off his total last season.
We've lost just one game so far. We've finally stopped conceding as many goals. It bodes well imo.
Just last season the champions, who won the league by 6 points, had a highest scorer of..... 10 goals. How did they get promoted? Apparently you must have a 20+ goals a season player. Stevenage in 2nd went up with 3 players on 10 goals. How? No one scored 20+?
The other 2 sides did go up with 20+ goals. 1 via the pottery of the play offs and the other in 3rd.
It's not a pre requisite.
